The planes do dump the fuel only when there is an emergency like if a passenger has a medical emergency soon after the flight takeoff or if there is a maintenance problem within the aircraft that the captain cannot resolve and soon the aircraft had to land in the departure airport.Neither of these situations are uncommon.
